The Total Registered Voters

            Voter turnout between the years 2000-2004 within the city of Lowell, MA was of a significant amount. In 2000 the total number of registered voters for the entire city was 47,065 with the percentage of total voter turnout being 58.3%. In 2001 the total number of registered voters was 45,381 with turnout at 32.4%. The total number of registered voters in 2002 was 46,636 with turnout at 46.3%. Number of registered voters for 2003 was 47,052, with turnout at 25.9% the lowest of all four years. Finally, registered number of voters for 2004 was 48,405, with turnout being highest at 60.2%. .

             Between neighborhoods the poorest place called Acre consistently had lower percentages of voter turnout than a place like Belvidere. In 2000 Acre experienced 42.8% voter turnout, while Belvidere had 71.3%. In 2001 Acre's voter turnout was only 20.8%, while Belvidere's was 67.0%. Acre's 2002 percentage of voter turnout was 30.2%, while Belvidere's was 61.5%. In 2003 Acre had 15.3% turnout while Belvidere had 42.1%, making that the year of lowest turnout for both neighborhoods. Finally in 2004 Acre's voter turnout jumped towards being 47.7%, while Belvidere experienced 73.2% turnout. .

             According to 2000 census bureau data, Lowell's population 18 years of age and older includes the following ethnic groups: 68.2% white, 3.3% black, 14.1% Asian, 0.2% Native American, 11.3% Latino, and 2.9% other. When broken down by Lowell's 11 wards, it is found that each ward's voting age population is dominated by either the white, Asian, or Latino communities with whites being the majority within the most wards. The smallest minority of voters within the wards are the Native Americans followed by blacks and others. For example, within Lowell Ward 1, Precinct 3 it is seen that whites made up 92.4% of the voting age population, followed by Latinos at 2.5% and Asians at 2.3%, while Native Americans were only at 0.2%, blacks at 0.7%, and others at 1.9%.
